The Kinship Caregiver Bill in Congress
Research shows that children raised in foster care with relatives fare well. This bill would create a Kinship Navigator Program that would help relative caregivers to access services and support, and a Guardianship Assistance Program that would provide assistance to relatives who become the legal guardians of children in foster care.

The IEP
The IEP is a document that must be written in a careful, thoughtful, rational manner, following the procedure carefully set forth in the Individuals with Disabilities Education Act, or IDEA. IDEA recognizes you as an expert on your child. You are to be a valued member of any group that makes educational decisions for your child. Each step is designed to produce a document that first considers the needs of your child, then considers where the team wants to see your child a year from now, then designs the services and supports necessary to make meaningful progress.

Starting Early, Starting Right Act Introduced in Congress
On May 5th, Senator Bob Casey of Pennsylvania introduced legislation to better fund child care, which is still at about FY 2002 funding levels. The legislation would “make a significant investment in the child care subsidy program in order to increase access for low-income families, raise reimbursement rates for providers, and improve the quality of care through training, monitoring, and new initiatives.” (Center for Law and Social Policy)

Providing Resources Early for Kids Act (the Pre-K Act)
This bill in the U.S. House of Representatives would “expand high-quality early education and provide incentives for states to ensure their pre-K programs meet children’s developmental and educational needs.” (National Institute for Early Education Research) The bill was recommended in Committee to be considered by the House as a whole.

President’s Budget Cuts Early Care and Education Funding
(From the National Institute of Early Education Research--NIEER) “President George W. Bush's recently submitted budget [for fiscal year 2009] freezes discretionary funding for the Child Care and Development Block Grant for the seventh year in a row, cuts Head Start funding by $10 million despite that program's recent reauthorization, and cuts funding for support services such as Even Start, the Social Services Block Grant and 21st Century Community Learning Centers.” According to the Center for Law and Social Policy, “the cuts will result in 200,000 children losing access to services by next year.”

This publication from First Focus gives information about 180 federal children’s programs. Some of the major findings include: only one penny of every “new, real non-defense” federal dollar has been spent on children’s programs; the share of the non-defense budget spent on children is only about 10%; the children’s share of the non-defense budget has dropped 10% during the last five years; and “real discretionary spending on children has declined by more than six percent since 2004, while at the same time all other non-defense discretionary spending has increased by more than 8 percent.”
